Company Overview

Suomen Ostoliikennekalusto Oy, referred to as RailStock, is a Finnish state-owned special assignment company responsible for the management, development, and leasing of rolling stock used in publicly funded passenger rail transport. The company’s mission is to ensure that the rolling stock resources used in publicly supported passenger rail services are utilized efficiently, safely, and fairly.

RailStock is also responsible for preparing and executing new rolling stock procurements, managing the lifecycle of rolling stock, and planning investments with a long-term perspective.

Launch of Operations

The company began its independent operations on November 1, 2025, at which point it became owned by the state and came under the ownership steering of the Prime Minister’s Office. Operational activities will commence in early 2026. As part of a business transfer currently under preparation, rolling stock used in state-funded passenger rail services will be transferred to the company.

Objectives and Significance

The establishment of the company forms part of the government’s long-term objective to ensure the continuity of publicly supported passenger rail services and to create fair and equal competitive conditions in Finland.

The Ministry of Transport and Communications finances passenger rail services on routes not served on a commercial basis. The current public service contract remains in force until the end of 2030, after which the services will be competitively tendered in accordance with EU regulations. The new contract period, lasting approximately ten years, is expected to commence on 1 January 2031.

Investments and Service Level


In line with the decision made by the Government’s Ministerial Committee for Economic Policy in summer 2025, the service level of publicly procured passenger rail operations starting in the 2030s will be maintained at the current level.
Achieving this requires significant investments, which will be planned and implemented by Suomen Ostoliikennekalusto Oy.
